Federal Food, Drug and Cosmetics Act

The Federal Food, Drug and Cosmetics Act (FD&C) defines cosmetics as "articles intended to be rubbed, poured, sprinkled, or 

sprayed on, introduced into, or otherwise applied to the human body...for cleansing, beautifying, promoting attractiveness, or altering
